Change height of the form titlebar.

Height of the titlebar is received from the current OS configuration. But if the TsSkinManager.ExtendedBorders property is True then special borders and titlebar, defined in the skin by designer, will be rendered. Height of the titlebar may be specified by designer of the skin in this case.
