TsTrackBar onMouseDown event not firing

Hi,

I noticed that after upgrading to 10.12 onMouseDown event is not being fired at all. I'm pretty sure it was working with previous versions. I'm using Delphi XE7. I can reproduce the problem with a tstrackbar, a skinmanager and skinprovider.
