TsPageControl doesn't respect HotTrack property

    Hi, in AC 8.51 TsPageControl doesn't properly handle HotTrack property. TsPageControl always paints highlited tabs on mouse move despite HotTrack := False. Same problem was in TsListView in AC before 8.45 according to this topic.

    Tested under Windows XP/7/8.1, Delphi 6/2009.
