In TsWebBrowser with generated html, scroll bars are not skinned anymore

    The attached project shows a web browser window. When a normal Html page is loaded, the scroll bars are shown skinned.
    But when a html page is dynamically generated, the scroll bars are not skinned.
    In the attached project, click on “Goto Alphaskins”, to show a normal webpage. Then click on “Show HTML Help” to show a page with unskinned scroll bars.
    This is a new bug in AC 14.33
