icon transparent bug?

look, transparent not support

i don't use pngimagelist, because delphi xe TImageList support transparent, when I don't skin active, transparent and effective, if skin active, transparent have problems，i think is transparent painting the question icon skin。

i used vcl TToolbar and TImageList
