If HandleDisabledCtrls is True, hints reappear immediately

Hoover the mouse over a disabled control. Keep it steady there: it disappears after a while but reappears immediately. This keeps going as long as the mouse stays steady.

This seems solved. But keep the topic open until the other timing issues are solved too.
