sStrings.rc cannot be compiled in Delphi 7

The first line in sStrings.rc (version 6.53) reads:
#include “..sstrings.pas”
This fails in brcc32 of Delphi 7, because that compiler does not understand the uses clause in line 5 of sStrings.pas.

Please, advise
